What does double up to and including mean?

Example #1 Store doubles up to $0.50
$.045 MFG coupon new value = $.90
$1.00 MFG coupon new value = $1.50

Example #2 Or does it mean if the coupon (ex $1.00 mfg coupon) exceeds the $0.50 limit it will not receive any additional value other than what the mfg offers?

Confused and need clarification.

Well I live in Bremerton and I have been searching and searching time and time again and I even looked far far away cause it would be worth the drive and sorry to say that there is nothing that I can find, however I did see/hear about 2 stores near the Oregon border that still doubles cause of the oregon border crossings and it is in direct competition, there is a Albertsons store and a Safeway!!
